GitHub Actions self-hosted runner for Eclipse Ditto testing

Hi Team,

As part of the CI of the Eclipse Ditto project, we would need a self-hosted GitHub runner for execution of tests for each pull request.

Recently we found a similar case for Eclipse Leda, and seemingly a similar solution would be perfect for the Ditto case here as well.

We ask for you support to create a runner with the following spec:

• vCPUs: 8 or preferably 16
• RAM: 32
• Disk Size: 120GB SSD should be sufficient
• OS: Linux
