JIPP instance for Eclipse ICE

Summary

We closed our JIPP instance in 2021. (https://bugs.eclipse.org/bugs/show_bug.cgi?id=568124) We are finally ready to request a new one!

Can you please create a new JIPP instance for us? Also, is there anything special that needs to be done in the JIPP configuration to publish builds to Maven Central?

I'm the project lead, so +1 for that approval.
