Remove "Bugs" banner from all projects.eclipse.org developer pages.

Summary

On the "Developer Resources" tab (for all projects) on projects.eclipse.org, there are 4 buttons that are meaningless now. Webmaster should remove those 4 buttons from all "Developer Resources" pages on projects.eclipse.org
