[Dash API Token] Request to Project Gitlab API Key for Dash License Tool

Summary

As Eclipse Foundation Project, we would like to request a Common / Project Level API Token, to integrate Dash License Tool in our CI to be able to generate Tickets for EMO Team immediately when the new 3rd-Party-Content is added to the project.

What is the current behavior?

The current implementation assumes that we are using the Personal API Token, which is close to a personal account. All notifications in regards to created tickets come to the personal email of a particular committer account, in which the API Token was created. As far as Ticket is created under a particular Committer name, there are no determinations between personal tickets and generated ones by CI.

What is the expected correct behavior?

To be able to generate Project Level API Token, which will be linked to the Committer email subscription list. In this case, all committers will be able to observe and react to any findings in created issues.
