Add Maven 3.9.1 to Jenkins instances

Summary

Maven 3.9.1 has been added to all Jenkins instances: => /opt/tools/apache-maven/3.9.1

Please note that /opt/tools/apache-maven/latest is still pointing to Maven 3.9.0 and will be updated on Monday, April 17, if no regressions are reported.
