Migrate Jakarta EE Platform repos

We would like to move these repositories:

• https://github.com/eclipse-ee4j/jakartaee-schemas
• https://github.com/eclipse-ee4j/managed-beans-spec

To the jakartaee github repo with these names:

There are other repositories currently associated with the Jakarta EE Platform project, these will stay in the eclipse-ee4j org for now.
