Project repository moves for technology.actf

Summary

We would like to move our repository to Github. Would you please support us for it?

1. If the project would prefer to move their code repositories to Gitlab or Github

Github (https://github.com/eclipse-actf)

1. What timing would be best for the project. By default it will be the due date of this issue.

We would like to commit our updates to new repo from mid March. So, if possible, we would like to move it before March 15th. If the schedule is not feasible, we will continue to use current environment for a while.

1. What should happen to the open bugs for the project.

We would like to start 'fresh' issues on Github. I will manually migrate (re-create) required bugs in Bugzilla if needed.
