Install Maven 3.9.0 as a tool on JIPPs

Maven 3.9.0 is out and we would like to start using it for Tycho and later others thus provide it as a tool.

Maven 3.9.0 is available at /opt/tools/apache-maven/3.9.0 now.

The global tool configuration on the Tycho JIPP has been adapted accordingly.

Are there any other JIPP instances where you want to use this immediately?

If you ask to switch the default - no. But I second config on Tycho JIPP is smth we should probably start soon.

As usual, we will only switch the symlink /opt/tools/apache-maven/latest to 3.9.0 after an evaluation period.

Since no regressions have been reported, /opt/tools/apache-maven/latest points to 3.9.0 now.
