Move vscode-trace-extension repository to cloud components to CDT-Cloud project

Summary

We would like to move the vscode-trace-extension repository to the Eclipse CDT cloud.

The vscode-trace-extension repository is on already on GitHub and just needs to be moved to the Eclipse CDT Cloud GitHub organization. I have admin permissions of the vscode-trace-extension repository to help with the move.

I've opened an ticket on IPLab for the IP checks: eclipsefdn/emo-team/iplab#6928 (closed)

Please let me know about the next steps.
