Update membership of Tools PMC
Summary
The Eclipse Tools PMC needs its membership updating. Many of the current members have a long history of making the Tools Project a great part of the Eclipse Ecosystem. However at the moment only Alex and I are active and the rest of the membership isn't really involved anymore.
I have put out a call to action to request existing members state their intention to continue. Only Alex and I have said +1 to staying on, and Eric and Greg have said +0.
Therefore I think it is appropriate to thank and retire all members except for Alex and I and work to recruit new members. To that aim I have reached out to the migrated tools.mylyn project to see if any of them want to join the PMC.

I've updated the database.
I noticed that the designated Architecture Council representative from the Eclipse Tools PMC was appointed in 2006 and has not been active in the community for some time. I've made an executive decision to retire the AC representative. I can undo that if it I've made a horrible, horrible mistake. All remaining members of the Eclipse Tools PMC are otherwise appointed to the AC, so we can keep this position in reserve pending growth of the PMC.
