[temurin compliance] Set up new Ubuntu 20.04 s390x machine

Summary

Similar to #1917 (closed) I'm looking to set up another s390x machine for the project due to some issues seen with the 22.04 system provisioned in that ticket.

Due to the issues we are seeing on the new system I need to be able to eliminate the possibility that the problems I'm seeing are specific to UBuntu 22.04 by provisioning a new machine of the same distribution that we had previously

IP Address is 148.100.74.163 - eclipse ssh key has been added into the linux1 account and has sudo access. Please set it up as you normally would for us.

It would be extremely helpful if this could be done quickly as I'd likely to understand where we are with the 22.04 machine and whether it will be usable. The target for decomissioning our old machines at the provider is the 15th of October.
