Rename the project data-api to only data repository
Summary
We want to rename the repository "data-api" to only "data" once we have the spec, API and TCK in a single place.

As we discussed in today's meeting, September 6th. We agree as the initial step we'll start as mono-repo. Thus, we want to rename this repository only as "data".
