Support transition of GitHub repositories from the OA-PASS organization to the eclipse-pass organization

Summary

The GitHub repositories listed below need to be migrated to the eclipse-pass organization (https://github.com/eclipse-pass), including all repository content, pull requests, and issues. This work is part of transitioning the PASS project to Eclipse as part of the incubation process (https://projects.eclipse.org/projects/technology.pass).

The following GitHub repositories need to be migrated to the eclipse-pass organization (https://github.com/eclipse-pass), including all repository content, pull requests, and issues. Next Steps

In the code review involved in preparing the above repositories for transfer it was discovered that two additional repositories in the Data Conservancy GitHub organization (https://github.com/dataconservancy) will also need to be moved. These repositories will be submitted for IP review (as they were not included in the original package), but they are listed here for completeness.

What is the expected behavior?
