Assistance with GitHub project permissions
Summary
We've run into a permissions issue on GitHub we haven't been able to resolve, so reaching out for assistance. With your pointers in ticket #1141 (closed), I was able to add Cynthia York as a contributor to the Eclipse PASS project. This resulted in her being added to the eclipse-pass GitHub org: https://github.com/orgs/eclipse-pass/people (so far so good). The PASS project uses a GitHub project board to track activity: https://github.com/orgs/eclipse-pass/projects/1. I've given Cynthia admin rights on this board and she is able to move tickets between board columns without issue. She is also able to add issues to the main project issues list: https://github.com/eclipse-pass/main/issues. What she cannot do (and this is the mystery) is add issues to a project. In the attached screenshot you'll see that there is no gear icon for her next to projects, which is where you would normally select the project the issue should be added to. I suspect that she may be missing some permission in the main repo, but I'm not able to see those permissions. Could you check to see what may be missing here?
What is the expected correct behavior?
Cynthia would be able to create issues and add them to the project board.

Ok, so setting her up as a contributor results in Triage (not Write) permissions on all repos, correct? It must be the case that Triage permissions aren't enough to associate an issue with a project. Is there an option for us to give her Write permissions only on the main repo? I know this can be done in GitHub, but the question is whether it can be done through Eclipse. One option would be to create a new Team, add her to that Team, then give the Team Write permissions on that repo.
What we're trying to do is have one repo that captures documentation and issues while all of the other repos hold the code. Having a distinct group able to work with issues and docs without having full write access to all of the repos would work well for us.

Not unless she is a committer.

We do not support this use case yet.
Ok, thanks for the clarification and your assistance in understanding the issue we're facing. It seems our only option is to proceed with adding her as a committer, which we will do.
If there is a method by which I can submit suggestions for process improvement to Eclipse, please let me know. The constraints we have run up against, like those described in this ticket, are limiting and frustrating.

We understand and actually share the frustration for the very limited granularity of GitHub permissions in the free edition. So in this case, we'd recommend to express it by submitting a feature request/comment to the GitHub support forums.
