Admin access on Starter CI

Summary

I´m a commiter on https://github.com/eclipse-ee4j/starter and need admin permission on https://ci.eclipse.org/starter/ to create new jobs and modify/run existing ones

Steps to reproduce

• Log in to https://ci.eclipse.org/starter
• Assert that is not possible to create a new Job
• Click on a Job
• Assert that is not possible to change the configurations for it

What is the current bug behavior?

As described above

What is the expected correct behavior?

• Permission to Create a new Job
• Permission to modify existing Jobs
