Migrate badges scheme from wiki into this repo
Currently the badges programme is described on this wiki page
I think it would make sense to migrate that content here, and if appropriate incorporate the badges programme into the process.
As a result of abusive and unreasonable anonymous traffic patterns, we're now requiring authentication to access some GitLab pages and content. We will investigate further to determine if these changes are permanent or temporary.
