TL;DR: at the core, this is about a reorganization of the code for a pair of libraries, moving them (with full git history) from the repository where they are co-localed with the "theia-trace-extension" to a standalone repository. The new setup will make development easier for average contributors/committers.
Since this is about moving some already vetted project code within the project, rather than bringing-in new code into the project, this IP ticket is probably not strictly necessary. But in the spirit of openness and transparency, and for traceability purposes, we decided to still go ahead.
