Best Practice - Creating a spec project that is under the patent option that is not the working group's default

The Jakarta EE Specification Committee requests the EMO to capture as a best practice that if a spec project is requesting a ballot for a spec under the patent option that is not the working group's default patent option, they are required to first go to the Steering Committee for approval for the exception (simple majority).
