@steve the process to terminate a project is actually reaching out to the EMO (Eclipse Management Organization) which you've already done here.
The next thing we need to do is inform the community: please send a note to your developers mailing list with the same context you just shared with us. Keep the technology PMC in cc so they are informed at all times during the process.
Once you do this, EMO will reply to your message giving some time for the community to push back (a couple of weeks) and after that we will be scheduling an actual termination review following your request. There is always the possibility someone else wants to take over the project during this process.
I've moved this issue to the EMO repository where we can continue to give proper follow up.
I've created a termination record and a corresponding GitLab issue to track the status of Orion's termination. I'll close this ticket and we can move the discussion over to the other one.
