[Bug 490227] Strongly encourage the user to specify a release with IP Log submission

Description

The IP Log submission form comes up with a list of future releases. The chronologically next release is selected by default. The user can change this selection.

This works great if the project team has created release records and has kept them current. If there are no future releases, there is nothing to display here so the user will likely just select the default of "this is not for a release" (which may be the right selection in the case, for example, of a restructuring review).

If there are no releases to select from, we should add a gate or some sort of notification to encourage the user to create the release record.
