How do we acknowledge/assess/allow access to non-committer participants in the project?

How do we acknowledge/assess/allow access to non-committer participants in the project? For example, if someone contributes by community building, managing, or takes on other non-code committing roles, how do we acknowledge that, and how do we make it "official" within a project.

This has been a long standing issue, that IIRC, was discussed by the TAC (when it was called EAC) a long time ago. No specific conclusions were drawn, but some changes have happened to mitigate things:

1. Contributor (triag?) access to github now exists
2. Wiki.eclipse.org did not require committer access, but many of the migrated places do.
3. Similar for forums
