TSPA Creating Documentation

Description:

We should create the basic set of documents required in the specification. This includes:

• Installation Manual
• Operations Manual
• User Manual
• Api Documentation

These documents should be put in the docs folder in the repo as markdown files. the API Doc must be swagger/openapi based.
