Direct Trust List resolving without VC

Description:

Some trust lists are not eneveloped by a VC, they can be directly linked from the did document.

Dependencies:

• [ ] schemas for these new trust lists
• [ ] service types to distinguish vc enveloped trust lists from ones which are directly linked.

Accpetance Criteria:

• Detect wether VC or no VC is used.
• Resolve non-VC trust lists
• parse the new trust list schemas.
