Create Documentation

Description:

Create the basic set of documentation files for the TCR:

Required documents:

• User Manual,
• Operations Manual,
• Installation Manual,
• API Documentation (dont forget the client libs)

Put the documentation into the docs folder, as markdown files, API Doc for rest must be swagger/openapi based. Rename the existing documentation folder to docs.
