Updated references to the Bylaws
There are several stale references to the bylaws. These should be updated or removed.
In fact, the document starts with a quote from a previous version of the bylaws regarding the purposes. Let's just remove that.
As a result of abusive and unreasonable anonymous traffic patterns, we're now requiring authentication to access some GitLab pages and content. We will investigate further to determine if these changes are permanent or temporary.
