Description

The Eclipse Standard Top-Level Charter v1.1 is a little out of step with reality. It's time for a version 1.2. I'll use this as an umbrella for general discussion and use blocker bugs to deal with particular fixes.

We'll target including board approval of the new standard charter during their March 2016 meeting which means that we'll need to have this complete by Feb. 29/2016.
