Description

A lot of discussions are happening in various mailing lists (e.g., ide-dev), but very few lead to actual decisions.

In https://dev.eclipse.org/mhonarc/lists/ide-dev/msg01391.html, Kaloyan made a very good point: other OSS communities works with a more formal process when it comes to changes. PHP uses RFC (links in mailing archive above), Python uses PEP (Python Enhancement Proposals - https://www.python.org/dev/peps/).

RFCs could also be way to foster a wider community to take part into the development. I propose to make it part of the EDP. Each project @ Eclipse could choose to use the Eclipse RFC process. Moreover, the release reviews would be facilitated.
