Remove references to the Architecture Council

The Architecture Council has been morphed into the Eclipse Technical Advisory Council in the bylaws.

The current version of the EDP makes several references to the Architecture Council, but does not actually define the role or assign any responsibilities. I believe that we can just remove it.
