Update project releng to match SimRel expectations

Recently TM RSE contribution was disabled in SimRel https://github.com/eclipse-simrel/simrel.build/pull/1246 this raises concerns about the future of the project.

This issue was created in order to understand the vision of the project team regarding the future of the project and develop a plan to bring the project into proper shape to re-join SimRel.
