Remote connection over SSH requires deprecated plugin, which I can't install without internet connection

Hi,
Can't establish remote connection from within IDE over ssh to remote box with both Oxygen and Photon releases. Previous Neon release was ok.
Can't establish ssh with a password auth by either:
- remote debugging feature;
- Window > Preferences > Remote Development > Remote connections.
Both of them asks for a password and then after I do provide one and press OK, they report "No password provided.".
Again, with Neon release everything was fine.
I have attached an error log. the key question is how is to install the deprecated auth feature without internet connection?
