Attempting to export index.html from PHP project to remove server

Version: Mars.2 Release (4.5.2)
Build id: 20160218-0600

When attempting to export to the root directory of a remote server I receive the error RSEF867. I'm new to Eclipse and this could be a stupid user error. However, I able to export to non-root directories.

I found the following: http://help.eclipse.org/luna/index.jsp?topic=%2Forg.eclipse.rse.doc.isv%2Fguide%2Fapi%2Fmessages%2FuiMessagesCore.html which reports the following. Searching 'RSEF8067' on help.eclipse.org.mars yielded nothing
