Support for FTP over SSL

Description

If I try to connect to an FTP server, which allows only encrypted connections, the connection fails with the message:

Message reported from file system: 530 Have to use explicit SSL/TLS before logging on.

I could not find a way to configure properly the connection to use SSL/TLS. I was able to add the necessary certificate in the Remote Systems > SSL preference page, but this seems to have no effect.

FTP over SSL (not to be confused with SFTP) is quite popular on Window Servers and should be supported by RSE.
