PATH_VARIABLE conversion error while importing with tpd (Windows)

Description

On Windows 7, if I exported a project whose workspace has a Path Variable with value C:Users, then an entry/element is created in the tpd file. If the project is imported with this tpd file, the value of the variable TEST_PATHVAR will file:/eclipse_path/file:/C:/Users.

The reason is that the software regards it as a relative path instead of an URI string with absolute path.
