Eclipse Public License header template on webpage should use HTTPS

There are three Eclipse license templates that you can use for your source files provided. Note that the Eclipse license links in these templates use HTTP instead of HTTPS:

http://www.eclipse.org/legal/epl-2.0

It would be better to use:

https://www.eclipse.org/legal/epl-2.0
