Describe how to create a "help desk" repository
On eclipsefdn/helpdesk#187 (comment 440915), we discuss the creation of Eclipse project-specific help desk repositories. We should capture the conventions and practices for these in the handbook.
As a result of abusive and unreasonable anonymous traffic patterns, we're now requiring authentication to access some GitLab pages and content. We will investigate further to determine if these changes are permanent or temporary.
