Change grouping of resources

Currently OnRamp presentation are grouped together in reverse chronological order, just like in the past meeting page. It is redundant and useless. It could be more useful to group those resources by topic. E.g.:

• Feedback on existing OSPOs
• Tooling
• Legal
• GGI
• etc.
