[ElementType][Sirius] Remove the Sirius elementType validation from the architecture file validation process

When we developped the Papyrus-Sirius editor, we contribute a specific validation rule. This rule checks that we reference a dedicated ElementType for Papyrus-Sirius diagram in our architecture file.

This specific ElementType has not been implemented and this will probably never done.

We propose to remove this validation rule.
