Revert Core osi_version.proto patch

• The patch in GtGen Core was reverted to continue removing the lines from osi_version.proto. This is to facilitate compatibility with existing software that depends on these lines being missing when the protobuf files are generated.
• Forward declaration was used for protobuf classes in Simulator/Export/simulator.h.
• OpenScenarioParser was updated from a pre-release version to 1.4.0.
