OpenHarmony compatibility, reduced maintenance work through upstreamed patches
Description
musl patches we pull in from OpenHarmony generally fall into 3 categories: Patches that should be upstream, patches that are good but not upstreamable (e.g. SIGHOOK system that isn't standards compliant), and patches that are bad and shouldn't be applied even to Oniro builds unless specifically requested for compatibility.

Fix up OpenHarmony 3.1 musl patches

Work on any musl patches not in OpenHarmony 3.1
Acceptance Criteria
Category 1 patches have been sent upstream Category 2 patches are applied in Oniro unconditionally Category 3 patches are applied in Oniro if compatibility is requested, and it is documented why those patches should not be in a standard system
