ACTS Docker image

Create a Docker image, packing ACTS and tools with a supported host OS and additionally requires host tools. For ease of use, let's do both a traditional and a Toolbox compatible container image.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
