Fix ACTS built using meta-openharmony

Currently, ACTS built using meta-openharmony does not work, so we are still using builds from OpenHarmony tarballs for our testing.

This might simply be eclipse/oniro-core/meta-openharmony#66, or there might be additional issues.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
