Setup dedicated CI runner

A dedicated physical CI runner for meta-openharmony will offload the "shared" oniro CI runner, and will allow meta-openharmony developers more direct access to debug CI problems by having direct access to the runner server.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
