Bringup ACTS on rpi4

Make and document a procedure for building ACTS for rpi4 and running it to produce ACTS test results.

This does not include any specific level of pass/failure level, just being able to actually run ACTS against an image built with Oniro / meta-openharmony and running on a rpi4 board.
