Address the `booting` references in SECURITY.md

Both kirkstone and dunfell still have a reference to the booting GitLab instance. We need to migrate the relevant repository and address the documentation accordingly.

@toscalix @pcoval this is blocked by the processes and eclipsefdn/helpdesk#1602 still. Otherwise we have no other way to report security issues. If really needed I can point to Oniro Core, but this is leaving the issues wide open

Does this mean we have features/configurations in b.op.o that are not or can't be applied to EF's gitlab ?

As intermediary option can't we just remove b.op.o URL in that file ? and use a specific email as fallback ?

If you can get a private mailing list (but still the process issue stays), it would work. This is not a technical issue, this is a process issue.
