qemu targets at the moment does not seem to be functional:

	OpenHarmony 3.2 release	OpenHarmony 4.0 release
qemu-arm-linux-min	no build errors, but services fail to start	build error fixed following suggestion in https://gitee.com/openharmony/device_qemu/issues/I6ZS0Z?from=project-issue, but services fail to start
qemu-arm-linux-headless	ERROR at //base/global/resource_management/frameworks/resmgr/BUILD.gn:24:10: Assignment had no effect	build error: "find component hicollie_native failed"
