create CI pipeline for EDDIE zephyr build

• create CI pipeline that build EDDIE zephyr code on arduino 33 ble target
• ensure the pipeline succeeds
• add scheduled pipeline to refresh zephyr cache daily
• ensure cached elements are correctly updated and pulled
