add support for "crate" url scheme

now also "crate" url scheme is being used in Oniro, so pipelines fail because it is not supported

check if .crate files are unpacked by Fossology or if it's necessary to add a .tgz extension to filenames so that Fossology understands what kind of archives they are
check (in our playground environment) if changes are needed to the build machine image to support cargo
