create command to automatically reorganize uploads in Fossology, based on current session

For sessions that include all packages from the latest project snapshot (and not all packages from the pool or, on the opposite, only packages actually uploaded in the same session), it would be useful to have a command that automatically moves "old" packages/uploads (i.e. packages replaced with newer versions/variants) to another fossology folder and keep only the updated packages/upload the fossology folder of the release the Audit Team is working on.

This command should be used in a pipeline job that can be manually scheduled by the Audit Team (not an automated pipeline job because it may happen that uploads are moved while the Audit Team is actively working on them, which may lead to unintended side effects or issues)
