Need to add dev documentation to wiki build article

The wiki's build article should have a developer section that describes the layout of the poms used to build ICE so that it can be modified easier. For example, the instructions to properly configure the ICE download directory are in the repository pom, not the parent pom where one would expect. Seeing as intuition alone isn't enough to locate these things, a helpful guide is warranted.
