eclipseice.ornl.gov should mirror download site

eclipseice.ornl.gov should mirror the contents of our master and next download sites at eclipse.org since we are now using the HIPP. The simplest way to do this is to update the cron job on Habilis to pull the files and then upload them.
This is important because our builds on this site are now stale, but our installer still points there because of VisIt.
